Creates a new XmlQueryContext.

• Specifies whether to return live or dead values:
  XmlQueryContext::LiveValues
  • Return references to the actual document stored in Berkeley DB XML.
  XmlQueryContext::DeadValues

  XmlQueryContext::Eager
